How to make your boobs smaller without a reduction surgery?

I don't have extremely big boobs, about a C cup. I'm biologically a female, but a lot of the time I don't even feel like I have a gender and it's pretty annoying having this size of boobs. Now, I don't want to have gender reassignment surgery or anything and I have no money for a binder and i've also heard that they are a bit uncomfortable. So what should I do?
